Robert R. Hoon has served as either a higher education counsel or business officer since 1992. Hoon graduated Summa Cum Laude and Phi Beta Kappa from Washington State University in 1982 with a B.A. in Political Science and law school from the University of Washington in 1986. He is a member of both the North Carolina and Washington Bars. He currently serves as Deputy General Counsel at North Carolina State University; previously serving as General Counsel at the University of North Carolina Wilmington from 2010 – 2015. He has advised and supported three Division 1 university athletic programs since 1994, advising on transactional and compliance matters, and negotiating more than a dozen head coaching contracts in basketball and football.
Before relocating to North Carolina, he worked as Assistant to the Minority Leader to the Washington State House (1982-83); medical malpractice defense and construction litigator in Seattle, WA (1984-92); and beginning in 1992, serving Washington State University in multiple capacities: business officer, in-house counsel, Real Estate Officer, Contracts Officer, and Public Finance Officer, with direct reports for 8 business units and operations. Hoon’s sub-specialties include capital project development, complex transactions and structuring, public finance, copyright, real estate, complex contracts, intellectual property development, university compliance, sponsored programs and research, and contract management and negotiation.
As Chair of the Professional Sports Counseling Panel, Hoon coordinates efforts between the Panel, the University, and the athletic department. He also provides legal guidance to athletes in the way of reviewing contracts and coordinating contact between agents and players.
